Keep the relief to hills. On mountains nearly all the ground is too steep for a house, and the
town says so and builds nothing.

Two towns side by side
Build the first, walk to the edge and build the second. It reads the first as ground already taken and goes around it.
Take a town to another world or another tool
Select it with the WorldEdit wand, then:
/atlas export my-town
The file in plugins/AtlasForge/schematics/ opens in Axiom and WorldEdit. For Litematica add
--format litematic.
